AskChina: Is there necessity to continue on to reach the COC?

The Declaration on the Conduct of Parties in the South China Sea (DOC) was signed in 2002 by China and ten ASEAN countries. While China has been exercising self-restraint on this issue, why are some of the other parties not equally committed to this document? What’s more, countries have agreed to continue their work and come up with the Code of Conduct in the South China Sea (COC). But with the lack of sincerity from some of the parties involved, is it still necessary to continue abiding to the COC?  CCTVNEWS invited Yang Xiyu, the senior fellow of the China Institute of International Studies, to discuss the South China Sea dispute and China’s peaceful solutions to disputes in these waters.
