Belgian PM says the attacks were a security “failure”

Belgian Prime Minister Charles Michel admits that the March 22 attacks in Brussels were a security “failure”. But he rejected the notion that his country was a “failed state”. Belgian authorities have faced strong criticism from home and abroad for not doing more to prevent the attacks. At least 32 people died in the suicide blasts at Brussels Airport and a busy metro station.
