The European Commission on Tuesday proposed setting up a border control agency between most of the member states to slow down the record number of asylum seekers entering the bloc, though the plan is already stirring up controversy. If leaders and the EU Parliament ultimately approve the plan, Europe would for the first time have a border protection agency that could act independently of national governments, respond to emergencies with speed and possess its own risk assessment center.
