US Secretary of State John Kerry says the battlefield momentum in Iraq and Syria has shifted against ISIL. But he says the international community must now also confront the challenge of stabilizing newly liberated areas. Kerry was speaking at an international conference in Washington D.C. that aims to raise at least 2 billion US dollars in new aid for Iraq. The money is supposed to help communities get back on their feet once ISIL militants have been driven out.
