The city of Chattanooga, in the southern US state of Tennessee, was once so polluted it was called the dirtiest city in America. That title was the trigger for a dramatic turnaround. Cutting pollution took more than a quarter of a billion dollars, a huge sum for a small city. But Chattanooga cleaned up its air within three years. Experts say private investment from business owners who did the polluting, not government, was the key to Chattanooga’s transformation of air quality.
