China has once again pledged to embrace reform of its state-owned enterprise (SOE) sector, a task that will impact both the Chinese economy and an enormous workforce. The country has attempted to reform the sector in the past, but significant barriers have always stood in the way. On the sideline of this year’s Two Sessions, we chatted with Fu Chengyu, CPPCC member and former Chairman of SINOPEC, one of the country’s biggest SOEs. He defended SOEs against what he considered to be unfair criticism, but he also pointed to the urgent need for SOE reform.
