Is the United States really helping at the South China Sea?

While China has been always seeking a peaceful resolution to the disputes in the South China Sea, the United States, which is thousands of kilometers away from the region, has been actively engaged in issues over here. The US seems to take on a role of a “scale”, hoping to mediate between countries involved in the disputes in the name of “peace, law and justice”. However, is this “scale” legitimate in dispute settlements? And has this “scale” ever achieved balance in its attempts to resolve disputes?
