US President Barack Obama has declared a federal state of emergency in Florida, Georgia and South Carolina, as Hurricane Matthew, now strengthened to a category four storm, was due to make landfall in the region. On Thursday he ordered federal aid to supplement state and local efforts. Obama also authorized the Homeland Security Department and the Federal Emergency Management Agency to coordinate disaster relief efforts.
