NATO wants dialogue with Russia

NATO says it wants to hold formal talks with Russia ahead of a summit in July when the alliance is expected to endorse its biggest military build-up since the end of the Cold War. NATO Secretary-General Jens Stoltenberg said a meeting of the NATO-Russia Council is needed at a time of heightened tensions. However, it is not clear whether Russia will accept the invitation for talks.
