The latest draft of the international climate agreement that 195 nations have been haggling over was released midafternoon on Wednesday, just after US Secretary of State John Kerry gave an impassioned speech urging consensus. The draft statement includes an international tribunal to punish polluters, but leaves major issues unresolved, such as who should pay to help the most vulnerable nations cope with global warming.
