Oil prices have plunged, after a meeting fell apart between major oil producers on a proposed output freeze. Brent crude futures fell almost 7 percent in early trading on Monday, before bouncing back to 41.7 US dollars per barrel after midday, down 3.4 percent since their last settlement.
