Philippines fails to pass key law, may garner more tension

The Philippine Congress, under the Benigno Aquino administration, has failed to pass a law that is supposed to create a new autonomous region in the Southern Philippines. The law is a key component of the peace agreement between the Philippine government and the Moro Islamic Liberation Front or MILF (the country’s largest Muslim separatist group), so without the law (called the Bangsamoro Basic Law), the peace process can’t move forward. The delay in the passage of this law has sparked fears that rebels on the ground could take up arms again or join other extremist groups.
