Putin in Turkey: Leaders work to normalize ties

Russian President Vladimir Putin has met his Turkish counterpart, Recep Tayyip Erdogan, at the World Energy Congress in Istanbul. Putin says non-OPEC member Russia is ready to join measures to limit oil production, saying that this is the only way to balance the market after a prolonged period of low prices.
