The Kremlin has announced that President Vladimir Putin will visit Japan in December, a sign that relations between the two nations is starting to improve. A territorial dispute over a string of islands, which are claimed by Japan but controlled by Russia, has hurt bilateral ties. Tokyo has refused to sign a peace treaty with Moscow until the status of the Kuril islands, known as the Northern Territories in Japanese, is resolved. But both leaders have recently expressed willingness to move beyond the dispute.
