The State Duma is the lower house of Russia’s congress or Federal Assembly, with 450 members. It has special powers listed in the Russian Constitution, including the confirmation of the appointment of the prime minister, and making votes of “no confidence” on government officials. There are more than 20 Duma committees. Of the 450 representatives, half are elected on a proportional basis, while the rest come from 225 single-member constituencies.
