Russia: Who should take responsibility for those killed in the Iraq war?

The UK’s long-awaited Chilcot report found the 2003 invasion was based on flawed evidence and inadequate preparation for the occupation. It offered a damning verdict on Britain’s role in the US-led war. Russia says the report evaded a key question: Who should be responsible for the Iraqi civilians killed in the war?
