A Japanese ruling party lawmaker says a panel in the Upper House of the Japanese parliament has approved legislation for a security policy shift, which would allow troops to fight abroad for the first time since World War Two. Opposition lawmakers tried to physically prevent the vote in chaotic scenes that were aired live on national television.
