Polls have opened for South Africa’s local elections, and a record 26 million people are registered to vote. They will elect mayors and other local representatives of the 278 municipalities. Most of the results are expected on Thursday. The elections are also widely seen as a referendum on President Jacob Zuma and the ruling African National Congress. Zuma may face more pressure to step down before his second term ends in 2019 when the national elections are due.
