South Africa’s African National Congress appears to have lost full control of major cities in municipal elections around the country. Voters were angry about high unemployment and corruption, and with about 90 percent of the nationwide vote counted, ANC was ahead overall but recorded its worst electoral performance since white-minority rule ended 22 years ago.
