South China Sea: Expert says China is not bound to arbitration according to UNCLOS

Is China bound to arbitration according to UNCLOS? Ye Qiang, Research Associate of the National Institute for South China Sea Studies, answered the question during an interview with CCTVNEWS. Ye says Article 298 of UNCLOS stipulates that contracting states can exclude disputes concerning maritime delimitation from the settlement procedures provided for in UNCLOS, noting that China has already made a declaration on optional exceptions in accordance with that article back in 2006.
