Ministers from 20 nations have met in Vienna to try to stop the fighting in Syria and jump start peace talks and came away with a few limited areas of agreement. International negotiators want to revive a tenuous ceasefire known as a “cessation of hostilities.” The truce sharply reduced violence in March. But by the end of April it had disintegrated, and peace talks in Geneva collapsed. The Vienna conference is trying to stop the fighting and put the dialogue back on track.
