Major powers participating in a meeting in Munich, Germany have agreed to implement what’s being called a cessation of hostilities in Syria. They also reached consensus on expanding delivery of humanitarian aid to people caught up in the conflict. Negotiations began Thursday as foreign ministers from the US, Russia, China and a dozen other countries participated.
