Turkey has issued a decree that it will release some 38-thousand prisoners to make room in its jails. The reform will enable convicts to leave prison under a “supervised release” scheme. Turkey’s prisons have filled to overcapacity since the government arrested tens of thousands of suspects linked to last month’s failed military coup.
