Turkish Foreign Minister Mevlut Cavusoglu said Turkey and Russia have agreed that the next Syrian government should be “inclusive”. Cavusoglu said in a TV interview that Syria should have an administration which allows everyone to practice their beliefs freely. Turkish officials held talks in Russia on Syria and other bilateral issues. The talks were followed by the first meeting between Turkish President Recep Tayyip Erdogan and his Russian counterpart, Vladimir Putin, since the downing of a Russian fighter plane last year. Cavusoglu also called on Russia to carry out joint operations against ISIL.
