Ukrainian government and rebels sign new, but fragile truce

Ukraine’s government and the rebels agreed to end shelling beginning September 1, in a conflict that has already claimed 7,000 lives. The latest ceasefire comes after a peace deal signed in Minsk in February was violated by both sides. Meanwhile, plans for local elections and a special governance status for rebel-held areas could pose a further threat to peace in eastern Ukraine.
