Volkswagen’s chief executive Martin Winterkorn resigned on Wednesday in the wake of the company’s scandal over pollution test cheating, the biggest scandal in the German carmaker’s 78-year history. German prosecutors are conducting a preliminary investigation at Volkswagen, examining possible violations of the US Clean Air Act, and also those of wire fraud.
